New affordable homes for the city
Currently the city meets its affordable housing targets (Brighton and Hove's housing strategy 2004-2007, 300 units per annum) but as with most large cities it finds it difficult to address the legacy of under supply.
At a time when little or no residential development is coming forward the 520 units (40%) proposed in our application represents a little under two full years (520 / 300 = 1.7 years) of supply for the city as a whole. In doing so, supply is guaranteed while providing a stopgap for confidence and future supply to return.
Creation of jobs
The proposals create 312 permanent jobs based on site, approximately 360 net additional direct and indirect jobs spread across the local area, 400 in the south east region (including those in the local area) and up to 3,670 person-years of temporary construction work during the construction phase.
District centre
The expanded ASDA store, supported by the additional retail/café/restaurant facilities proposed, will significantly strengthen the role and performance of the Marina as a district centre. Becoming a location where retail, commercial and leisure uses can truly prosper.
Doctors' surgery
A healthy living centre / GP surgery will be provided within The Octagon.
Dentists' surgery
With the prospect of the regeneration project coming forward, a new dentists' surgery has already been provided in Merchants Quay.
Jogging track
Through piloting the city's first Health Impact Assessment we will be providing a 2km jogging track around the perimeter of the Marina.
Sports co-ordinator
To ensure that all of the new spaces and sports facilities are used appropriately, and are kept in use all year round, the scheme will introduce an endowment fund to provide an on-site sports co-ordinator. This initiative will be the first of its kind in the city.
Community hall
Increased to 343 square metres, a community hall is positioned in the Cliff building overlooking the raised courtyard area; available for use by all the Marina residents.
Education contributions
A substantial financial contribution will be provided through the Section 106 Agreement to increase the capacity in the local schools.
Disabled facilities
In support of our drive towards improving the Marina's connectivity new lifts will be provided to the following areas:
- the existing multi-storey car park
- the western breakwater
- the under cliff walk connecting into Merchant's Quay
- from the cliff top via the bridge link into the Cliff building
Shop-mobility will be located within the ASDA car park and will be run by the scheme's car club.
Sustainable transport
Discount vouchers for bus and train travel, the purchase of bicycles, and for cycle hire facilities will encourage residents to use more sustainable modes of transport. Real time information boards will be installed in the new transport interchange to provide up-to-date travel news.
Creating spaces
Approximately six acres of new green and public space will be introduced.
The existing multi-storey car park
The existing entry and exit points will be re-configured so that cars enter directly off the ramp at level nine, and leave directly onto the exit ramp at level three. The internal layout will be similar to the current arrangements. This set up will stop cars using the multi-storey car park from entering the heart of the Marina.
Car park management
To alleviate the current car parking problems stricter controls will be introduced. This will ensure that only residents and genuine users of the Marina, and its facilities, will benefit from the parking available. Real time information boards will alert drivers to the spare capacity within the Marina's multi-storey car park.
Car Club
To promote more sustainable means of transport, and as an alternative to the privately owned car, a car club will be provided.
Off-site road improvements
A substantial financial contribution, as well as physical works to off-site road improvements, will be provided through the Section 106 Agreement.
Emergency access
A secondary means of emergency access will be provided, details of which have been approved by the emergency services.
